The biggest misunderstanding of the Dunning Kruger effect is the idea that it only applies to certain people. It applies to everyone, we all overestimate our expertise at times. It’s a cognitive bias that we all have to knowingly watch out for, not something that indicates stupidity.
To be more realistic the wolfox would be saying he is going to eat all the sheep, and the sheep will be talking amongst themselves saying he’ll settle down once he gets into power and what he is saying is just to anger the wokes
Honestly I think you’re giving the sheep’s human counterparts too much credit. They don’t acknowledge that they are potential prey, even while actively being victimized.

I heard a story about a guy doing something similar, but it was his internet connection speed and instead of submitting a noise complaint it tweeted at his service provider.
