Most countries dislike people registered as tourists carrying products intended for commerce. In this instance it was intended for auctioning even with the proceedings going to a charitable org but maybe the German law doesn’t make a distinction (it seems an edge case that possibly wouldn’t have been codified).
In Iran, it’s a potential death sentence at the hands of the Morality Police for a woman to expose her hair. On top of that, it’s also illegal to report on this fact without being tried in a kangaroo court for sedition.
There's a documentary called Mister Organ that focuses on a similar character with similar questions about his supposed background. It was a wild ride.
