The footprint of an 18mw solar farm isn’t that large, likely not that much larger area wise then the dam facility, grounds and critical infrastructure exclusion zone.

What’s so surprising about it? There’s no accountability in this country. All the broken treaties/promises and the lack of care from the white majority. Americans won’t do anything to rectify the shit they’ve done even if it’s a minor inconvenience to the majority.
We already have DNA tests for that which don’t require a whole database? A comprehensive DNA database could be used for extreme evil, such as mass systemic genocide or eugenics.
