They tried to make their decisions too clever. The analysis of personal background beyond basic measures is a problem. That additional analysis is where biases breed.

The Mississippi River seems like an odd choice for the dividing line of East vs West. By what other metric would you consider Saint Louis in the Western half of the country?
Population wise, the Mississippi River is the dividing line. West of the Mississippi the population densely drops very quickly outside of major cities. East of the Mississippi River the population densely is very high, even well beyond major cities.

I didn't even know you could rent electric cars. Where are you supposed to charge them if your hotel doesn't have charging stations?
Rail is really only going to be an option between major cities so limited scope there. Using rail and subways is smarter than driving through a city most of the time.
Fast chargers are much more common now and more are being installed all the time. I just did an 1800 mile road trip through Oklahoma, Texas, New Mexico. It was surprisingly easy to find charging, but I did have to plan ahead more than in a gas car.
IMO weapon regulations should follow two main categories,
Loading action and holding class, IE how the weapon prepares the next shot when fired, and if it’s designed as a one handed or two handed weapon.
A pump action rifle needs different regulation than a semi-auto pistol, and frankly should require different licenses too, getting good at martial arts using a kitana does not qualify you to enter a duel using scimitars.
Yeah, the one thing I’d need to look into more is say the difference between a shotgun and a single shot rifle, IDK if scattershot is a class unto itself or if “two handed manual action” is enough categorization for proper regulation
