Cyan and magenta are used to print blue. Yellow is used to print yellow. This only leaves black with normal color printers. I guess it’s time to disallow color printers in Russia.

Can anyone explain to me what the exemption actually is? The article keeps mentioning “minimum steering angle”, but I’m not sure what that means. Is it as simple as saying the steering wheel must have at least some particular range of travel?

I think it means how tight of a circle it can make but I’m not sure. The whole article is blow hard pro-business no matter what BS. One of the main reasons steering has been mechanical all this time is that if the vehicle loses power for any reason (like say: its manufacturer is POS that doesn’t know what it is doing) while at speed the driver can still steer and helps ensure control during an emergency.
