They used the term ‘nongovernmental combatant’ (aka terrorist), because a war can only be between states these combatants were not legally POW and thus had no right whatsoever.
Under law, there’s no such a thing as ‘war’, there are armed conflicts. It is also incorrect that armed conflicts can only happen between states, there are international, non-international conflicts and there are other situations of armed violence. And there are different level of international and human rights law that apply different depending on the type of conflict. There’s also parts of tne resolutions that state that it doesn’t matter what you call them, they’re still POW and you still have to treat them as such. The real problem is that the US hasn’t ratified any of those resolutions and conventions because they fear having any diplomatic oversight, the US has committed so many war crimes that it would take decades of research just to sort out the last half of the 20th century.
Finally, even if international humanitarian law doesn’t apply, then international human rights law still does. But the US plays with rules based international order as their toy because they have the biggest guns and it is hard to front them. And before any of the what abouters comes here to reply, Russia and China are just as bad. No international neocolonialist empire is free of human rights violations.

Typically you won’t have real people harvesting emails for sale - it’s much easier to get addresses in bulk by hacking services and dumping their databases - and you get password hashes as well, which makes it a much better value proposition for the time it takes.
Off the top of my head, a couple of things that it could be:
Simple stolen card fraud - buy something small with a stolen credit card to prove it works before using it for a higher value purchase. Something where you don’t need to worry about a physical product getting delivered somewhere would be great for this
Escrow fee fraud - commission something small, then use that as a hook to promise a much larger commission, except that they want to use some off-site service to “reduce the fees”, then "oops the money has been flagged as maybe fraudulent and you need to pay a fee to get it released"
Money mule recruitment - again, small commission (using a stolen card) to establish a relationship, then come to you with a great job opportunity where they will send you some money via western union or something, and all you need to do is send it on to someone else, and you get to keep a cut. The catch is you are actually handing stolen funds or helping someone evade international sanctions, and you end up in prison

I login to the student outlook email on the web and use OnlyOffice with Microsoft fonts installed. Presentations and Documents work as needed. I got a fellow student to switch to Linux and he’s had no issues either.
Protip: Use Conduit instead of Synapse. It’s significantly lighter than Synapse, easier to run, and I guess you can be a cool kid by running something written in Rust. The documentation is even worse though :/ conduit.rs
Dendrite is still in beta and isn’t feature-complete. I tried all three (Synapse, Dendrite and Conduit) and Conduit worked the best for me - I found it to be the most reliable and use the least amount of RAM. It also uses an embedded database (RocksDB) which makes setup a bit easier.
I tried joining several large Matrix rooms from my server, and the experience with Synapse was dreadful. It was using 100% of one core for long periods of time. In some cases it would just fall over and not join the room. Dendrite and Conduit are better in that regard.
Conduit’s weak point is its documentation. I had to read Synapse’s documentation to understand a few key concepts. I’ve been meaning to help write docs for Conduit but just haven’t had time. I’ve got a PR to improve the styling of the docs at least, but need to do some tweaks to it.
