Their streaming rights in each country is up for sale; similarly to most sports events.

Typically National TV channels will buy these rights since international events do attract a lot of viewers from said country since they as a country are being represented on a worldwide event; it’d make viewing it more easier if it was accessible everywhere and would give a huge boost towards the morale of player; but this doesnt happen all the time.
