Edit: You clown what's going is that because Israel keeps targeting Gazan police who should be protecting the aid from looting while it's being distributed, the aid is being looted. The aid is being halted because of looting, and Israel keeps shooting the people who should be stopping that.
Yes, it's a war. If Hamas appears Israel shoots them. This includes if they appear to guard aid from looters. Therefore there's nobody to guard aid from looters.
