The people deciding to spend the assets. Are the same people that decide the punishment for trading with a sanctioned nation.

So technically no. The assests belong to corps and indeviduals accused of fiscal crimes in the EU. IE supporting Russia against sanction rules.

When you pass money from one nation to another your rights depend on the nation the money is in not the ideals you expect.

No nation is a safe place to store money when its politicians are considered to be at war.

Agreeing on 2% NATO spending from 2024 onward 10 years ago, agreeing on multi-billion support packages from the EU and EU countries individually for months, finalising yearly budgets end of 2023... that's obviously all meaningsless.
