I’m skeptical there’s any substantial shift, but it does look that they are losing the narrative war and now are at least forced to act like they’re shifting position because there’s so much public backlash. So, that’s still progress.

That seems to be the difference between China and the west in a nutshell. China keeps promoting shared future for humanity and cooperation, while the west keeps trying to create a new cold war where blocs compete against one another.

More plausibly, US has now run through its stocks of weapons sending them to Ukraine, and doesn’t have the weapons to send. Framing it as refusing to send the weapons because US all of a sudden developed a conscience is a way to avoid admitting this.
