As long as there is an enemy, on paper or real life, both sides want US munitions and tech. Wagner, for example, is/was quite proud of the fact they used western tech and firepower. China is quite proud of the fact they are developing their own version of the Patriot missile system, F35, and Littoral Combat ship after that information was taken by hackers.
