They probably mean the entire political system.

Ideally they’d mean capitalism, and establish a socialist state like their neighbouring Cuba. But I’m not getting my hopes up just yet.

And since this guy got his nickname for burning people alive, I kind of expect he’s more of a Pol Pot kind of socialist.
