Why anyone expect them to build anything to save civilians if a supported US and UK militry are willing to destroy homes, hospitals, church, musques, schools, claiming they are used as a human shields?

They will also destroy and attack any form of bomb shelter and tunnels built to protect people claiming its human shields as well.
