The issue is the hormonal imbalances. Which impairs judgment, results in “immature” behavior, etc.
And, let’s be honest: if a seal is in a situation where having larger muscles is going to make all the difference then the situation is already so massively fucked as to not matter.
In athletics (particularly pro wrestling), roids are a great way to more or less cut recovery time from an injury in half. For a soldier? The psychological recovery matters a lot more than the physical and giving them some time to work through their shit while they do push ups is a benefit for everyone involved. It just isn’t “manly”
