I don’t want to block the bot. I want the bot to actually be useful.

You don’t stop wiping your butt if the toilet paper is thin, you fold it over and do what you can.

This bot is the equivalent of two ply tp. Yes it does the job but not well and everyone feels a little less clean afterwards.
