There have been multiple accounts created with the sole purpose of posting advertisement posts or replies containing unsolicited advertising.
Accounts which solely post advertisements, or persistently post them may be terminated.

There’s Texas state laws about security fraud: statutes.capitol.texas.gov/docs/PE/htm/PE.32.htm I doubt the federal government deals with all security fraud, it’s a pretty broad category. Probably would have to involve interstate commerce or publicly traded companies to be a federal issue. I am not an expert though.
