We, in Minnesota, had one of the most restrictive medical Marijuana programs in the country, with only 20 approved medical conditions that would qualify you for coverage. That, plus no flower, no growing of plants, only oils, pills, or vapes were covered. And there could only be two dispensaries in the whole state.
