Accounts which solely post advertisements, or persistently post them may be terminated.

I don’t really understand how this could work.

The whole outcry around WEI is that most of the web wouldn’t work if you didn’t have a browser that supported it.

Not shipping WEI would seem tantamount to just discontinuing.
