NEW DELHI, Oct 5 (Reuters) - At least 14 people were killed and 102, including 22 army personnel, were missing in northeast India on Thursday after heavy rain caused a glacial lake to burst its banks, triggering flash floods down a mountain valley, officials said.
“The search operations are being undertaken under conditions of incessant rains, fast-flowing water in Teesta river, roads and bridges washed away at many places,” a defence spokesperson said on the X social media platform, formerly known as Twitter.
A cloudburst dropped a huge amount of rain over a short period on the Lhonak glacial lake on Wednesday, triggered flash floods down the Teesta valley, about 150 km (93 miles) north of Gangtok, capital of Sikkim state, near the border with China.
Video footage from the ANI news agency, showed flood waters surging into built-up areas where several houses collapsed, army bases and other facilities were damaged and vehicles submerged.
Other mountainous areas of India, as well as parts of neighbouring Pakistan and Nepal have been hit by torrential rains, flooding and landslides in recent months, killing scores of people.
Last year, Pakistan blamed climate change for unprecedented floods caused by historic monsoon rains that washed away roads, crops, infrastructure and bridges, and killed at least 1,000 people.

LONDON, Oct 3 (Reuters) - British media regulator Ofcom will this week push for an antitrust investigation into Amazon (AMZN.O) and Microsoft’s (MSFT.O) dominance of the UK’s cloud computing market, according to two sources familiar with the matter.
The recommendation, first issued by Ofcom in April, will remain in the body’s final report on the matter, set to be published on Thursday, one of the sources said.
Ofcom warned the current state of Britain’s cloud computing market made it difficult for some existing customers to bargain for a good deal with their provider.
Technical restrictions and discounts encouraging customers to keep using a single provider for all their needs, even when better alternatives were available, could be considered anti-competitive, the body said in a report earlier this year.
“It would be a particularly unfortunate outcome if UK businesses and public sector customers faced less vibrant and competitive cloud solutions on a global stage than those available to their rivals in the EU, the U.S. and China," it said.
A spokesperson for Ofcom said: “We will be announcing our decision whether or not to refer the market to the CMA by the statutory deadline, which is Thursday 5 October.”

MILAN, Oct 2 (Reuters) - Italian energy group Eni announced on Monday a big gas discovery in Indonesia, opening the door to a strengthening of its position in the Asian country, where it has been present since 2001 with a portfolio of exploration and production assets.
The group said the discovery was from the Geng North-1 exploration well drilled in the North Ganal PSC, about 85 kilometres (53 miles) off the coast of East Kalimantan.
Indonesia, and South-East Asia in general, play a role in this strategy, Eni said, adding its current production in the country was 80,000 barrels of oil equivalent per day.
The chairman of Indonesia’s upstream oil and gas regulator, SKK Migas, said in a statement that the country hoped Eni’s discovery would attract other international oil companies and added the regulator was coordinating with the group so the discovery could be monetised immediately.
The discovery opens the door to the creation of a new production hub to be tied to the Bontang LNG facilities on the coast of East Kalimantan, Eni said.
It is estimated that, in addition to Geng North, more than 5 tcf of gas in place are present in undeveloped discoveries within the area of interest, the Italian group said.
