Hamas claims Israel did. Israel claims Hamas accidentally hit the hospital in a failed rocket launch counteroffensive. Reuters said they can not confirm which side actually did this.

The timestamps have been investigated and Israel did it. They’re using footage from 40 minutes after the attack to try and pin it on Hamas.
