Accounts which solely post advertisements, or persistently post them may be terminated.

IIRC Spain, Poland were such countries? Maybe Switzerland? That’s on top of countries where it’s technically illegal but not enforced. There are probably more countries around the world with similar laws or with no laws regulating downloads. But I’m on my phone so can’t look it up. Feel free to correct me.
