Yes. I was in no way intending to imply that the area in the picture was Russia. I meant Russian held territory where they attack Russia. I was referring to the sides of the conflict, not borders.

The area shown is not Israel. It is Russia and Ukraine. Kherson is a port city in Ukraine that serves as the administrative center of Kherson Oblast. Also the parasails are the Ukrainian flag colors. So they may be suggesting that Ukraine should use paragliders to attack where Russia is unprepared. This is however a stupid idea as drones are expendable and People are not.

It is across the water from Kherson. The Russian held territory appears to be where the image suggests they paraglide to.
