There have been multiple accounts created with the sole purpose of posting advertisement posts or replies containing unsolicited advertising.
Accounts which solely post advertisements, or persistently post them may be terminated.
Still , 4 months ago /run contains all sorts of virtual stuff, it doesn’t persist over a reboot, I would advise against deleting anything in it as those files are used by programs running as whether user has the ID of 1000 (most likely you) it contains things such as sockets and lock files so that programs can interact with each other
