Depends on the instance. Here on Lemmy.World, it’s allowed and encouraged, but on some instances they don’t want the traffic and storage.

On most instances, yes, you can create your own on the web interface. Some instances may have community creation disabled though.

Yep you can, but it probably has to be through the web interface instead of an app. I created !technicaldeathmetal myself a few weeks ago, there were no restrictions. It’s literally just the button, then you go through a setup wizard.

    No clue, never used an app to browse such sites.

    Still, I don’t see why they shouldn’t be visible, if you browse same site/same content on the app.

    Not on sync yet. But if you goto lemmy.world in your browser and login in, you will have the option to create a community. It’s even easier to see the option if you switch to desktop mode.
