Russians know that they make blow up tanks and even dummy air bases etc. So to not waste any missiles; they only target schools. The enemy would never think to make fake schools. /s
It does look to me like Russian tactic is to terrorize the populace until they submit. Or they just want to kill every young person, until there is nothing to fight for any more.
