Usually when people say that they mean what Bernie Sanders means when he says socialism, which is liberalism with a social safety net.
Americans have forgotten what socialism actually means, because socialists & socialist thought were purged during the Red Scare and McCarthyism and the Cold War in general. Most Europeans I think still retain the original meaning of the word.
