  • Matrix client (Element, Shildichat, Fluffy chat, etc.)
  • XMPP client (Conversations, Monocles Chat, Blabber, etc.)
  • SimpleX Chat
  • Briar

None of them are tied to your phone number if that’s what you mean by non voip.
