Every time an author states that borrowing from a library "steals" sales from them, I want to scream.

Publishers have indoctrinated authors against libraries, to authors' own detriment. Libraries buy your book, and if it gets popular, they buy more copies--but more, they introduce readers to your work, and those readers will spread the word, even if they don't buy your books themselves.

are unpaid marketing. Be thankful.

Question: Has the use of quotation marks for dialogue in fiction fallen out of favour, or has this always been a thing and haven't I picked up on it before?

I'm now reading the third book in a row (currently The Prophet Song by Paul Lynch, before that The Promise by Damon Galgut and No Country For Old Men by Cormac McCarthy) and all three don't have dialogue marks.

Is this a stylistic choice on the author's part? Is this to make the pages seem calmer? Is this to save ink on pages? And is this really a new thing or haven't I just woken up to it before?

There is a book by Gabriel Garcia Marquez, The Autumn Of The Patriarch, published in 1975, that has but a few periods and nothing else. The brain quickly adapts to it all.

Got myself a copy of Tyndale’s 1526 English translation of the New Testament, not for religious reasons, but to see his use and invention of English. It’s quite the read.
Though he was murdered for this, 85%of the King James Bible is Tyndale’s work.

A pack horse librarian delivering books in rural Kentucky in 1938. During the Great Depression, the Pack Horse Library Project was a Works Progress Administration (WPA) program in which the librarians, who were often called "book women" or "book ladies," delivered books to remote parts of Appalachia.
