Welp - they're not quite sanctuaries - but its kinda close. deep space nine is second only to the Simpsons that predicting the future.
They did Dukat dirty by turning him into a moustache-twirling literal devil instead of pursuing the far more interesting idea that Dukat really and truly believed he was doing the right thing by Cardassia and Bajorans. He obviously wasn't, but his claim that he was "humane as possible" and protecting his own culture and acting out of necessity is far more intriguing than becoming just pure evil incarnate.
After the Cardassian attack, Tom Riker commented the Defiant was a "tough little ship". Will Riker will say the same line about the Defiant in "First Contact".
