I wonder what tipped authorities off that there was some form of spectrum surveillance. AFAIK you don’t need a license or government approval to receive RF spectral data in almost all countries. I wonder if the actor was also transmitting as well.

He was transmitting data from a rental van he parked outside parliament, the Prime Minister’s office, and outside the Ministry of Defense, that we know of. That’s how he got noticed.
