Spread rumor that Ukraine wants to start a second chernobyl. Take ownership of one of ukraines plants (Zaphohria). Destroy the plant through sheer incompetence and active sabotage. Blame Ukraine when they weren’t in control of it and would not want to ruin their own infrastructure.

Obvious propaganda war is obvious, and par for the course on putin’s watch.
