Considering how Russian’s have been found to be using Space X satellites, while Musk is blocking Ukraine from using them I’d have to say sure I bet he is, but I bet the Russians will also have access to it.

Sure, and it’d be easier for Russia to spy on the US. Canada has an extremely unobstructed view into the US’s intelligence gathering due to voluntarily shared systems… which are voluntarily shared because there’s a lot of trust between Canada and the US. There are some pretty compelling reasons to not trust Russia.
