Communications can collapse for any number of reasons. Infrastructure can fail. If I had to guess, it’s a Central Office electrical failure and/or someone to fix it. BTW, in the US we have not only battery backup but redundant big ass generators to guard against this possibility. On the whole, I’d think Israel would want the intelligence from an active communications network than not.

Definitely the behavior of a modern, democratic state. Wouldn't want any of those people in the open-air prison totally legitimate territory talking to the outside world, would we?
