I can’t read the article but I don’t think it was blocked. I think Hungary was just missing a procedural step like updating their journal to reflect the policy change that the money was tied to.
If I recall correctly, Orban came around whining about Ukraine being considered, like a little poopy diaper, and the EU was like 'Vic, you got 10 bees waiting on your to file your paperwork. You want to do that, or…?" and Orban was like, " seriously you have money for me? " and they were like, " no cap", so he updated his journal and got the money.
