30 fps cap when alt tabbed, how stop background defocus?

I’ve noticed in the past few months a new update has made it so that when I alt-tab or click/focus on one of the applications I have open on a separate monitor, the initial program will be greated as a background process and get capped to 30 fps. This usually isn’t a problem, but for Destiny 2 it occasionally causes matchmaking errors if I alt tab and cause the fps to be capped. I’ve tried poking around in Nvidia control panel with background application max frame rate, windows game mode, power mode settings, but so far haven’t found the setting that determines this behavior. Game specific forums haven’t been fruitful.

any ideas?
