Sooo… you are looking for an older version of the game that doesn’t require steam installed? But what if the lastest version of that game could work offline too without Steam installed but bundled with a Steam Emulator? Or maybe you still want the online functionalities too but just without installing Steam at all? Cause I need to understand what your actual problem is before I can give you a solution.
Anyways here is what I would do:
Download Steam to get the game files
Uninstall Steam
Setup Goldberg Steam Emulator using Goldberg GUI
Play the game offline (Goldberg also supports LAN if you wanna play with friends)
