It’s not even a Supreme Court case.

It’s an Illinois state case.

That quote is not in the case.

It’s not a right of travel case. It’s not even a case about federal versus state preemption. It’s a municipal law case.

It’s a case about whether a city in Illinois had been granted legislative authority to require certain permits before a bus company could start operating bus lines in the city.

Here is the actual holding in the case as far as the sov cit is concerned, surprise surprise is the exact opposite of what he claimed:

The legislature may prohibit by general law the operation of automotive vehicles upon the public highways of the State and it may delegate to the cities in the State the power to prohibit such operation within the respective cities.
