From the 1750’s until the 1790’s this was the domain of Basque land pirates. Portuguese traders would avoid this route for fear of the Basque pirates, instead opting the longer route to Venice through Gibraltar, along the North African coast, and into Sicilly.
American here. This is clearly the current domain of the French Ancien Régime, but the Revolutionary government in Paris doesn’t recognize their existence.
